It does move with every turn of the engine "when it is functioning properly." When it is not, the clutch is spinning free , it doesnt spin until air @ speed is hitting it which will spin the blade and help a little with the cooling. If youve ever had a bad fan clutch, it is ok if you are on the highway but doesnt spin barely at all when stopped hence causing the overheating..
